liability for new premises and ways to minimise liability on
partially occupied property or on phased occupation of new premises
or during refurbishment works.
From
1 April 2000, whilst Ratepayers are able to appeal at any time,
reductions in rate liability are subject to restrictions on
backdating – whilst appeals may be lodged at any time, delay in
lodging an appeal could reduce the level of reduction achieved.
Timing of appeals may also be affected by the workings of any
transitional arrangements.
